Washington Restores Fable 5, but the Risk of Dependence on American Models Remains Whole

Anthropic announced the restoration of Fable 5 and Mythos 5 on June 30, 2026, following the US Commerce Department's lifting of export controls. Fable 5 access reopened on July 1 for users worldwide on Claude Platform, Claude.ai, Claude Code, and Claude Cowork, while cloud hosting access will be reactivated gradually on AWS, Google Cloud, and Microsoft Foundry. For Pro, Max, Team, and some Enterprise plans, Fable 5 is included up to 50% of weekly usage caps until July 7, after which it requires usage credits. Mythos 5 was only partially restored, initially for a set of US organizations after government approval on June 26. The models were launched on June 9, but a June 12 Commerce Department directive forced Anthropic to cut access for foreign nationals, including its own non-US employees, leading to a global suspension. The trigger was a jailbreak technique discovered by Amazon researchers that made Fable 5 identify software vulnerabilities, though Anthropic downplayed the incident, noting the vulnerabilities were already known and other models like Claude Opus 4.8, GPT-5.5, or Kimi K2.7 could achieve the same result. After two weeks of review, Commerce Secretary Howard Lutnick approved lifting the controls, with Anthropic committing to self-detecting risks, coordinating launches with the government, and reporting malicious use. The administration reserves the right to reimpose restrictions. Anthropic says it trained a security classifier that targets and blocks the described behavior with over 99% efficiency. The episode highlights the governance risk: a state can decide who may use critical tools, and European organizations relying on US models experienced this risk firsthand. Lessons include ensuring service continuity with backup plans, addressing sovereignty and localization beyond data, reviewing contracts for interruption clauses, and mapping dependency on single providers. The return of Fable 5 is good news, but the precedent of a rapid cut and three-week global interruption remains a concrete scenario for continuity planning.
