EU Plans $11.4B Investment in Seven AI Super-Factories

The EU executive announced a €10 billion ($11.4B) fund to build seven AI super-factories, aiming to close the AI gap with the US. Public funding is expected to attract an additional €20 billion ($22.8B) in private investment.
The European Commission said on Thursday that the 27-member EU will provide €10 billion ($11.4B) to fund the construction of seven AI mega-factories, aiming to close the artificial intelligence gap with the United States. The Commission hopes public financing will attract an additional €20 billion ($22.8B) in private investment. Companies can now bid for contracts to build the super-factories, which are planned to be equipped with at least 100,000 cutting-edge AI chips, delivering about four times the performance of current EU data centers. According to a 2025 US assessment, Europe lags far behind the US in key areas of AI development. A June report to the European Parliament noted that European businesses and public authorities continue to rely on US AI providers, disadvantaging European service providers working on the frontier.
