China's NDRC: Computing Network Construction to Attract 4 Trillion Yuan in Direct Investment During 15th Five-Year Plan Period

According to the National Development and Reform Commission, related institutions estimate that computing network construction will add 4 trillion yuan in direct investment during the 15th Five-Year Plan period. Separately, South Korea announced plans to inject 20 trillion won into a sovereign wealth fund for strategic investments in AI, data centers, and infrastructure.
Jiang Yi, director of the Policy Research Office and spokesperson of the National Development and Reform Commission (NDRC), stated at a press conference that related institutions estimate computing network construction will add 4 trillion yuan in direct investment during the 15th Five-Year Plan period. Since computing construction is mainly driven by corporate investment, this will create huge space for private investment. The government will strengthen planning guidance and factor guarantee to create a good environment for private investment. On July 31, the South Korean government announced plans to inject 20 trillion won (13.9 billion US dollars) into its sovereign wealth fund for strategic investment in artificial intelligence, data centers, and infrastructure. The government will establish a strategic investment account within the Korea Investment Corporation, with an initial size of at least 20 trillion won. Funds will come from public institutions such as policy banks. The government stated that due to Korea's core competitiveness in building an AI ecosystem, global investor interest is rising, and the government needs to act proactively. To attract global capital from foreign sovereign wealth funds and asset management companies, an anchor investor is needed. The new account will be authorized to invest in domestic Korean assets, expanding beyond overseas assets.
